Local HEIC decoder for the optional customer-review photo function.

Unmodified component: src/lib/libheif-without-unsafe-eval.js from heic-to 1.6.6.
Upstream build header: libheif 1.23.6, libde265 1.0.16,
USE_UNSAFE_EVAL=0, USE_WASM=0. The application loads this separate module only
when a visitor explicitly selects a HEIC/HEIF photo. No third-party CDN or
conversion service is contacted. The library can be replaced at its module URL
with an interface-compatible version; no runtime integrity restriction is imposed.
Modification and reverse engineering for debugging library modifications are permitted.
